Migrating Teams Rooms to the central nhs.net tenant can follow one of two methods. Either resource accounts can be migrated as part of OneDrive (main workload), or LAs can wait till post-migration to create new resource accounts through the NHS.net Portal. Once the accounts have been created, then they can be assigned as Teams Rooms accounts and purchased licenses can be assigned to the accounts.
If you wish to create Resource mailboxes manually please follow the first set of guidance below before continuing, else continue to the ‘Onboard Licenses to NHS.net central tenant‘ section.
Creating a Resource mailbox via the NHSmail Portal
- Log into the NHS.net portal using your NHS credentials and click ‘Admin’ in the navigation bar at the top of the screen. Select User Management from the drop down menu.

2. Click Add at the top left of the screen and select Resource Mailbox from the drop down menu

3. Fill in the required and optional details and click ‘Create’ to provision your Resource mailbox.
Once a resource mailbox has been successfully created, MS Rooms account can be created for the resource mailbox.
4. Turn on the toggle for MS Room Account.

5. A new screen will appear to reset the password. Click on Reset password.

6. Ensure that Require Password Change At Next Log On is selected. Click on Set Password.

Onboard Licenses to NHSmail central tenant
- Procure M365 licence(s) from directly from Microsoft or their licenced re-seller. M365 licences will not be available to procure nationally through NHS.net. Upon purchase, you will receive a licence activation email from Microsoft.
2. Once licences have been procured by an NHS organisation, the Online Services Manager (OSM) allocated on your Enterprise Agreement (EA) will receive an introductory activation email. This email will come from msonlineservicesteam@email.microsoftonline.com with the subject ‘ACTION REQUIRED: Complete your profile to setup your services’. The email will look similar to the images below – with two options, to either ‘Sign In’ or ‘Sign Up.’
The OSM MUST NOT click either link within the email, as this may allocate the licences to the organisation’s individual tenant and not the NHS tenant – this will incur delays.

3. The OSM should then fill out to the NHS.net Helpdesk Self-Service licence onboarding request to onboard the licences.

4. When the process is complete, licences will be available to manage and allocate by LAs through the NHS.net Portal. LAs will be able to log into view licences, manage and assign users to applications, create teams, distribution lists, etc.
Raise a request with NHS.net helpdesk
- Raise a request with NHSmail helpdesk (helpdesk@nhs.net) with the following information:
- The resource mailbox details (email address of the resource mailbox).
- Office 365 license (Meeting Room) license details which has been onboarded to NHS.net.
2. Once the request is fulfilled, the NHS.net helpdesk (helpdesk@nhs.net) will send a confirmation email to the requestor.
